The short answer
Eligible limited is the quietest status Google has. The product runs and the reports look normal, while an attribute holds it out of some surfaces or countries. Oppy reads every limited product, groups them by the issue behind it, and names the countries affected.
Why it matters
A limited product is still selling, in fewer places. That is why nobody notices: it does not disappear, it shrinks.
Naming the countries connects the problem to the money. A campaign in a country where most products are limited may spend and convert little, and the cause sits in the feed, not in the bids.
How Oppy decides
The check runs on accounts with a product feed that could be read.
Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.
When there is too little to go on, the check says so instead of guessing. A finding always comes with the rows behind it, so you can read the evidence before you decide.

- In Merchant Center, open Products, then Needs attention.
- Filter on products that are limited, and read the issues listed for each.
- Group them by issue and note the countries where each applies.
- Start with the issue that affects the most products in the countries you advertise in.
What to do about it
Fix the attribute in the feed or the shop: add the missing colour, size, gender or age group, correct the identifier, or match the price on the landing page.
Request a new review if Merchant Center asks for one, and check the status again after the next feed update.
