Why check tracking first

How do I know if Google Ads counts a conversion twice?
Segment the conversions report by action and compare each primary action's count with your real orders or leads. Two primary actions with nearly the same count usually mean double counting.
Should leads count every conversion or one?
One per click. Google recommends 'every' for sales and 'one' for leads, so a repeated form fill is not counted as a new lead.
