The short answer

Oppy asks the same question of places that it asks of keywords: has this country taken real money across enough clicks to make zero conversions meaningful? It only names a place inside a campaign that converts elsewhere, and prepares the exclusion per campaign.

Why it matters

A country that takes money and returns nothing is the same finding as a keyword that does, and the arithmetic is the same: past the money bar this account sets, and past the clicks its conversion rate needs. Two waste checks disagreeing about what waste is would be worse than either.

Leaks to unintended countries are common when location options are loose or a campaign was copied from another market.

The check reads where people actually were, by country, for every live campaign over recent weeks.

Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.

Check it yourself in Google Ads

  1. In Google Ads, open Campaigns, then Insights and reports, then When and where ads showed, and read the location tabs for the last 30 days.
  2. Look at each campaign that converts, by country.
  3. Note countries with no conversion that spent well past what a conversion should cost you, over enough clicks for your conversion rate.
  4. Check whether you meant to target those countries at all.

What to do about it

Exclude the countries you do not serve, and set the location option to Presence so people outside your areas are not reached through interest.

For countries you do serve but that do not convert, check the language, the ads and the delivery or service terms before excluding them.

Why do my ads show in countries I did not target?
