The short answer
When bidding aims at a form fill and the page the ads point to has no form, the campaign is optimising toward something the page cannot produce. Oppy opens the landing pages the ads name and lists the ones with no form, for accounts whose primary goals depend on one.
Why it matters
It is the reason Oppy opens landing pages at all. An account can pay for clicks for weeks against a goal named Form Submit while the page its ads use has no form on it.
Inside Google Ads it looks like a media problem: falling click-through, rising cost per click, a Quality Score slipping. All of it can be one cause with several symptoms, and none of it is visible without opening the page.
How Oppy decides
The check reads the account's enabled conversion actions and keeps the primary ones that need a form: lead forms, contacts, sign-ups and appointment bookings.
Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.
When there is too little to go on, the check says so instead of guessing. A finding always comes with the rows behind it, so you can read the evidence before you decide.

Check it yourself in Google Ads
- In Google Ads, open Goals, then Conversions, and note the primary actions that come from a form.
- Open Campaigns, then Insights and reports, then Landing pages, to list the pages your ads send people to.
- Open each page on a phone and on a computer.
- Check that it has the form the conversion action is counting, working and visible without hunting for it.
What to do about it
Either point the ads at a page that has the form, or add the form to the page they already use.
If the page is meant for calls, change the goal to calls, so bidding aims at what the page can actually produce.
