The short answer
Some accounts are too small for their results to mean anything yet. Oppy flags an account when it has too few clicks or conversions recently for its numbers to be judged, so you read the setup findings first and treat every cost per conversion as provisional.
Why it matters
With about a hundred clicks and no conversion recorded, a cost per conversion would be the most misleading number an audit could print. Every ratio is a ratio of nothing.
Saying so plainly protects the owner from acting on noise: pausing a keyword on three clicks, or raising a budget on two lucky days. It also explains why some checks stay silent on this account.
How Oppy decides
The check reads every campaign that spent recently and adds up clicks and conversions.
Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.
When there is too little to go on, the check says so instead of guessing. A finding always comes with the rows behind it, so you can read the evidence before you decide.

|---|---|
| Step of the audit | Measurement |
| What it reads | Campaigns, their settings and their results |
| Needs trustworthy conversions | No. It does not wait for the tracking step. |
| What happens next | Reported in the audit with the rows behind it. The decision stays with you. |
Check it yourself in Google Ads
- In Google Ads, open Campaigns for the last 30 days.
- Add up clicks and conversions across campaigns that spent.
- If there are only a handful of conversions, treat every cost per conversion as provisional.
- Ask how many clicks your conversion rate needs before zero means something, and compare: the lower the rate, the more clicks.
What to do about it
Spend the first weeks on what does not need volume: tracking that works, a clear structure, the right locations and schedule, ads that match the page.
Do not split a small budget across many campaigns. Fewer, larger campaigns reach enough data to judge sooner.
