The short answer
Ad Strength is widely dismissed as a nag. It reflects how much distinct material the ad gives Google to combine, and an ad with little material is shown in fewer combinations. Oppy lists the responsive search ads rated Poor or Average, with what they spent.
Why it matters
Google says the rating itself is not used in the auction. But the reasons behind a low rating, too few headlines, headlines that repeat each other, keywords missing from the text, are exactly what limits how well the ad can match each search.
So a Poor ad is usually an ad with less to work with, and improving it is one of the cheapest ways to get more from the same budget.
How Oppy decides
The check reads every enabled responsive search ad with its Ad Strength and spend over recent weeks.
Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.
When there is too little to go on, the check says so instead of guessing. A finding always comes with the rows behind it, so you can read the evidence before you decide.

Check it yourself in Google Ads
- In Google Ads, open Campaigns, then Ads, and add the Ad strength column.
- Filter by ad type: Responsive search ad, and on Ad strength: Poor or Average.
- Sort by Cost to find the ones that matter most.
- Open each to see Google's suggestions: more headlines, more unique headlines, or more keywords in headlines.
What to do about it
Add distinct headlines and descriptions until the ad has at least 10 headlines and all 4 descriptions, using your keywords naturally in some of them.
Remove near duplicates: three headlines that say the same thing in other words count as one to the rating.
