Not eligible: why nothing serves, and how to fix it.

Not eligible means the item cannot serve at all. Google shows the reason when you hover over the status: usually billing, policy, an empty ad group or a setting that leaves nothing to show.

Why Google shows it

Where it shows: in the Status column of the campaigns table.

  • No valid payment method, or a payment that failed.
  • An account or ad stopped by a policy decision.
  • An ad group with no approved ads or no active keywords.
  • Targeting or settings that leave nothing to match, such as an ended date or no location.

How to fix it

  1. Hover over the status to read Google's reason.
  2. For billing, open Billing and fix the payment method or the failed payment.
  3. For policy, open the Policy manager, fix the ad or page, and appeal if you think Google is wrong.
  4. For an empty ad group, add an approved ad and at least one active keyword.

What happens next

Once the reason is fixed, the item becomes Eligible, often within hours. A policy review can take longer.

How to stop it coming back

Keep a backup payment method on the account and an alert on failed payments.

Read the Policy manager each week, so a stopped ad is found in days, not when sales drop.
