The short answer
Open Settings, Alerts for the ad account. Turn the performance, ads and policy, and account changes groups on or off; account health and billing always stays on. Add the email addresses that should receive alerts; urgent alerts are emailed to them as they are raised. In the app, alerts wait in Waiting on you, and each closes by itself once a later check finds the problem gone.

Choose who hears about it
Add the addresses that should receive alert emails. Each email names the account and opens the task that fixes the cause. Urgent alerts are emailed shortly after they are raised; the others wait in Tasks.
Everyone in the workspace sees alerts in the app, whether or not they are on the list.
Work through an alert
Read it
The alert says what happened, in the account's language and currency.
Open its task
The task that fixes the cause is linked to the alert, so both close together.
Let it resolve
An alert whose cause went away says so, without waiting for someone to close it.
Nothing an alert suggests runs without a person. Even an overspend cut is proposed on the alert, one click away.
