The short answer
Google requires advertisers to pass the consent choices of people in the European Economic Area. Consent Mode is how a page passes them. Oppy lists the pages your ads open that load the Google tag without it, when your ads show there.
Why it matters
Without those choices, Google can't verify that people agreed to be measured. Measurement and ad personalization in Europe can then lose data.
The site keeps working and the tag keeps firing, so the gap is easy to miss.
How Oppy decides
Oppy opens the pages your ads lead to and reads their HTML. A page is listed when its Google tag loads with no Consent Mode default and no known cookie tool.
Pages that load Google Tag Manager are left alone. It can set Consent Mode where a page read can't see. So are Shopify and Wix pages, whose platform loads the tag and the cookie banner itself.
The check only runs when your ads took impressions in the European Economic Area in the last 30 days.
Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.
When there is too little to go on, the check says so instead of guessing. A finding always comes with the rows behind it, so you can read the evidence before you decide.

| Step of the audit | Measurement |
| What it reads | The landing pages themselves, opened |
| Needs trustworthy conversions | No. It does not wait for the tracking step. |
| What happens next | Reported in the audit with the rows behind it. The decision stays with you. |
Check it yourself in Google Ads
- In Google Ads, open Campaigns, then Insights and reports, then When and where ads showed, and look for impressions in Europe.
- Open Campaigns, then Insights and reports, then Landing pages, to list the pages your ads open.
- Open each page with Google's Tag Assistant and check the consent default set before the Google tag sends anything.
- If you use a cookie banner, check that it passes Consent Mode signals to Google.
What to do about it
Add a cookie banner from Google's list of certified ones, which passes consent to Google itself. Or set a Consent Mode default before the Google tag on each page.
Your developer can do it, or our team. If a script of your own already sets Consent Mode, nothing needs to change.
