The short answer

Why it matters

It is the most common structural fault in a small account, and it is always well meant: one campaign per product, per region, per match type, to keep control.

Check it yourself in Google Ads

  1. In Google Ads, open Campaigns for the last 30 days.
  2. Keep the campaigns that spent, and count them.
  3. Add up conversions for the account, and note the best single campaign.
  4. If you have several, the account as a whole has the volume Smart Bidding needs, and no single campaign does, the budget is spread too thin.

What to do about it

Merge campaigns that share a goal, a bid strategy and a budget logic. Keep splits only where they change something real: a different country, language, margin or budget owner.

Use ad groups and asset groups for organisation, not campaigns. They keep reports readable without dividing the data the bidding learns from.
