- Many keywords, ad groups or ads added or removed at once.
How to fix it
- Leave the campaign alone while it learns: each new large change restarts the clock.
- Make changes in one batch rather than a little every day.
- Move targets in steps of about 15 to 20 percent rather than in one jump.
- If it stays in Learning for weeks, check the campaign gets enough conversions to learn from.
What happens next
Learning usually ends within about a week, or after around 50 conversions, and longer for a campaign with few conversions.
Judge the change on the weeks after Learning ends, not on the days during it.
