The short answer
A promotion asset carries two sets of dates: when the offer runs, and when the asset is shown. Once the offer is over, Google keeps showing the promotion until the asset's own end date, so the ad can advertise a sale that has ended. Oppy lists every promotion still showing for an offer that is over.
Why it matters
The visitor clicks for 20% off, lands on full prices, and leaves annoyed. You paid the usual rate for that click, and the brand looks careless.
Nothing in the account flags it. The only thing that stops it is somebody remembering to look, usually after a customer complains.
How Oppy decides
The check reads every promotion asset with its dates and its offer, and compares them with today rather than with a reporting window.
A promotion still showing for an offer that has ended comes first. One that Google already stopped showing is listed only when nothing worse is found, as tidying.
Checks that weigh money or clicks judge what they find on your own account's numbers, not on one figure applied to every account, so what counts as a problem on a small account is not the same on a large one. Checks on settings read how the account is set up.
When there is too little to go on, the check says so instead of guessing. A finding always comes with the rows behind it, so you can read the evidence before you decide.

Check it yourself in Google Ads
- In Google Ads, open Campaigns, then Assets, and filter by asset type: Promotion.
- Open each promotion and compare the dates of its offer with the dates it is shown.
- Note any promotion whose offer has ended while it is still shown.
- Check which campaigns and ad groups use it.
What to do about it
Remove or pause the promotion assets that have ended, or update them with the next offer and its dates.
Always set an end date when you create a promotion, and put a reminder in the calendar for the day after.
